Insights on the ANSI- Z10 Emerging S&H Management System

The draft American National Standards Institute's Occupational Health and Safety Management Systems Standard (ANSI Z10) has been under development for over three years with the American Industrial Hygiene Association serving as the Committee Secretariat. ANSIAIHA is processing public comments at this time and a final voluntary standard is anticipated by the end of the year. This audio conference examines the key features of the current version of the draft standard, provides insights on the Management System from one of the Standard Committee Members and compares/contrast the ANSI model with other Management Systems such as OHSAS 18001 and OSHA's Voluntary Protection Program (VPP).

Thomas J. Slavin CIH, CSP, CSHM, CPEA is manager occupational safety and health for International Truck and Engine Corporation in Warrenville, IL. He develops and directs corporate safety and health policy and strategy, cross plant audit program for compliance assurance, performance metrics, OSHA litigation strategy, safety and health training programs. He is part of a corporate focus on health management and total productivity improvement. He has 35 years experience in safety, health and ergonomics, beginning his career at Liberty Mutual Insurance Company and the Motor Vehicle Manufacturers Association before joining International Truck and Engine Corporation 25 years ago.

Mr. Slavin holds a BS in Zoology from the University of Illinois, an MS in Occupational and Environmental Health from Wayne State University, and an MBA from the University of Chicago. A professional member of the American Society of Safety Engineers and a diplomate member of the American Industrial Hygiene Association, he is chairman of the safety and health committee of the American Foundry Society and serves on the safety and health steering committees of the Automotive Industry Action Group and the National Association of Manufacturers. A member of the governing board of the National Safety Management Society and the Institute for Safety and Health Management, he also serves on the ANSI Z10 Committee on Occupational Safety and Health Management Systems. He is a member of the NIOSH National Occupational Research Agenda (NORA) Team on Musculoskeletal Disorders.

A frequent speaker at national safety and health conferences, Mr. Slavin has authored/co-authored several book chapters and peer-reviewed articles. He has been a guest lecturer at Northwestern University Medical School and the University of North Carolina.

Frank White, Vice President
ORC Worldwide

Frank has been Vice President, ORC Worldwide (ORC), since 1994. He is responsible for managing the operations of ORC’s Washington, D.C., office and for overseeing the activities of ORC’s Occupational Safety and Health and Environmental Meeting Groups.

Prior to joining ORC, Frank was in private law practice from 1989 to 1994. His practice involved representing industry clients in major federal and state occupational safety and health litigation and rulemaking proceedings.

From 1971 to 1989, he held several senior management positions in the U.S. Department of Labor, including the position of Deputy Assistant Secretary of Labor for Occupational Safety and Health from 1986 to 1989. In that capacity, he was responsible for managing OSHA’s activities in the development of safety and health standards and the implementation of enforcement policy.

From 1984 to 1986, Frank was Acting Deputy Solicitor of Labor for National Operations, the second highest ranking legal position in the Department of Labor. He also served as OSHA’s chief legal officer and as Director of Standards and Regulations for the Mine Safety and Health Administration.

A graduate of Duke University, he received a J.D. degree from the University of Connecticut Law School.

Tom Rancour is President of Rancour & Associates, a provider of custom safety, health and environmental business solutions. Tom has 25 years of diverse industrial experience, including- automotive, aerospace, chemical, automation and control and commercial services industries. Formerly, he was Corporate Director, Safety & Environmental Operations for Honeywell International, Inc. before staring his own consulting firm. Tom has had extensive hands-on experience in compliance programming, including corporate-wide oversight and auditing of injury and illness recordkeeping processes. In addition to compliance assurance, Tom's consulting practice focuses on safety, health and environmental business strategies, management systems, risk assessment and safety culture development.

Tom is a Certified Safety Professional (CSP) and a Certified Industrial Hygienist (CIH). He holds a Master of Public Health (MPH) degree in Environmental and Industrial Health from The University of Michigan Rackham School of Public Health, Ann Arbor , Michigan ; and a MS and BS in Biochemistry from Michigan State University and The University of Michigan, respectively.
