OSHA's Injury and Illness Recordkeeping Standard, 29CFR1904, affects approximately 1.4 million establishments. This recordkeeping is a critical part of every employer's safety and health efforts and often the first item audited in every OSHA compliance inspection. Accurate injury and illness recordkeeping enables hazard identification and correction, employee safety awareness and prevention planning. Steve is widely recognized as perhaps THE leading national authority on OSHA recordkeeping. Fo eighteen years Steve worked at the Federal Bureau of Labor Statistics (BLS), and at the time of his departure was in charge of all of the ongoing BLS (multimillion dollar) programs relating to occupational safety and health, including the national OSHA recordkeeping system, which was administered by BLS at the time. While at BLS, Steve authored the BLS Recordkeeping Guidelines for Occupational Injuries and Illnesses (often referred to as the BLS Bluebook) which for over 15 years served as the U.S. Department of Labor's official interpretation of the OSHA Recordkeeping Regulations -- several million copies of the Bluebook were distributed nationwide. Under his director over 400 official letters of interpretation of the recordkeeping requirements were issued and he and his staff served as expert reviews and witnesses in support of departmental litigation of egregious willful recordkeeping cases.

In 1990 Steve moved from BLS to the executive staff of the federal Occupational Safety and Health Administration (OSHA) and the recordkeeping function moved with him. He remained there for seven years as the Director of OSHA's Office of Statistics, reporting directly to the Deputy Assistant Secretary for Occupational Safety and Health. In that capacity he was again responsible for a multimillion dollar program that included the national OSHA recordkeeping system, OSHA inspection targeting, OSHA performance metrics and OSHA data analysis. Steve was also part of a small group of executives at OSHA that directed their strategic planning process. While at OSHA he initiated an overhaul of the OSHA recordkeeping system which culminated in the issuance of new recordkeeping regulations that became effective January 19, 2001.

Steve's current focus at ORC is to help drive key ORC meeting groups and assist member companies in addressing emerging safety and health issues (e.g., S&H metrics, integrated health and wellness, Six Sigma, etc.) However, he still tracks OSHA recordkeeping issues for ORC members and has provided numerous recordkeeping courses to member companies and others across the country. Steve routinely interacts with the director of OSHA's recordkeeping operations, and maintains a full understanding of both the old and the new OSHA recordkeeping rules (he authored many of their sections). Over the years Steve has trained literally thousands of people on OSHA recordkeeping and continues to answer 4-5 questions on OSHA recordkeeping each day from clients and others who know his reputation and have found a way to contact him.

Steve obtained his B.S. degree in economics from the University of Maryland and his J.D. degree from the Columbus School of Law, Catholic University . He is a member of the District of Columbia and Maryland State Bars.

Soon after the passage of the Occupational Safety and Health Act of 1970, ORC Worldwide formed its occupational safety and health group, composed of safety professionals, occupational physicians, industrial hygienists, and attorneys. This group represents a broad cross section of industry and provides a link between member companies and governmental occupational safety and health agencies. ORC Worldwide also maintains working relationships with various safety and health professional groups, major industry groups, and trade associations. The activities of the ORC Occupational Safety and Health Group are based on the premise that providing safe and healthful working conditions is the mutual responsibility of employers, employees and the government, and that workers health and safety cannot be protected without the cooperation and commitment of all these groups.

W. William Ament is responsible for monitoring all legal issues concerning the federal and state regulation of occupational and health. He manages the ORC Occupational Safety and Health Lawyers Group and advises the Lawyers Group members about cases and legal issues that are important to their companies' safety and health program. He monitors and reports on all legislation affecting occupational safety and health programs. His areas of responsibility include OSHA recordkeeping, OSHA reform initiatives, comprehensive safety and health programs, noise, and OSHA enforcement policies. He has worked with member companies on a wide variety of occupational safety and health activities including enforcement, regulatory and legal matters.

W. William Ament served in various capacities with the United States Department of Labor from 1963, including service with the Occupational Safety and Health Administration beginning in 1971 until joining ORC Worldwide in 1977. After Mr. Ament received a B.A. in economics from the University of Michigan , he was awarded a J.D. degree from the National Law Center of the George Washington University . He is a member of the Virginia State Bar, the District of Columbia Bar, and the United States Supreme Court Bar.

Tom Rancour is President of Rancour & Associates, a provider of custom safety, health and environmental business solutions. Tom has 25 years of diverse industrial experience, including- automotive, aerospace, chemical, automation and control and commercial services industries. Formerly, he was Corporate Director, Safety & Environmental Operations for Honeywell International, Inc. before staring his own consulting firm. Tom has had extensive hands-on experience in compliance programming, including corporate-wide oversight and auditing of injury and illness recordkeeping processes. In addition to compliance assurance, Tom's consulting practice focuses on safety, health and environmental business strategies, management systems, risk assessment and safety culture development.

Tom is a Certified Safety Professional (CSP) and a Certified Industrial Hygienist (CIH). He holds a Master of Public Health (MPH) degree in Environmental and Industrial Health from The University of Michigan Rackham School of Public Health, Ann Arbor , Michigan ; and a MS and BS in Biochemistry from Michigan State University and The University of Michigan, respectively.
